Perhaps, even after his father had died? Tough one to call, but until more solide proof is found, would not want to presume same... that THIS Thomas was son of Thomas and Elizabeth. Ralph is proprietor of a dairy farm, Nellie and Fred work the farm with Ralph, while John is 'head chairman - surveying'... sounds like possibly a town position. He was born on 3 April 1864 at Plymouth, Grafton County, New Hampshire, USA. He was the son of Smith Rowe and Caroline A. Sanborn. Ralph Burtt Rowe married Nellie S. Cooper in 1899 at Olympia, Thurston County, Washington, USA.

As she IS listed separately from rest of family, now it's a matter of luck to determine who her father happened to be!
